1.      Four Elements Keys the teacher, the student as a learner, the learning content and the learning materials (Plomp et al., 1996; Voogt and Odenthal, 1997) The horizontal dimension represents the relation between the actors in the learning process: the teacher and the learner. The vertical dimension represents the learning infrastructure, consisting of content in terms of what has to be learned and learning materials, including ICT infrastructure. The learning process takes place at the cross section of these dimensions, as a result of the interplay between the four driving forces: teacher, learner, content and materials. 2.      (institutional support, course development, teaching and learning, course structure, care, support and evaluation of faculty and assessment) should:
·         be submitted to the course content online for the normal process of collective decision making.
·         The development of course should include learning outcomes appropriate technology.

3.      Internet-based learning design includes

4.      The necessary benchmark in ICT-based learning are:
o   Flexible, both in providing the opportunity to select the contents of each subject are presented, as well as variations and placement to be accessed. Also be flexible in its utilization of class, individually or in small groups. Flexible use of time suitable for everyone.
o   Interactive communication is bidirectional, meaning that this program provides an opportunity to learners to respond, and perform various activities which could also eventually responded back by a multimedia program with a reverse or feedback.
o   Individually, that is serving the individual learning pace, meaning that the program was designed and provided to meet the interests and learning needs of individual learners.
o   Content-rich. Which are rich in content, meaning that this program provides considerable information content, even contains subject matter that are enriching and deepening.
